Timeline of State Reforms and Repeals of HIV Criminal Laws, CHLP (2025)

This resource for community advocates provides a timeline detailing the key repeals and reforms to HIV criminal laws in the states that have made significant changes to their laws since 1994. First produced in February 2020, this resource was fully updated in May 2025.
CHLP acknowledges the contributions of people living with HIV, advocates, and coalition members whose insight and expertise informed the latest update to the timeline. Their input played a critical role in ensuring that this resource is accessible, accurate, and reflective of ongoing efforts nationwide to address HIV-related criminalization and stigma.
CHLP also honors community advocate Bryan C. Jones of Ohio, whose vision of and request for a resource tracking the history of HIV criminal law reform inspired the creation of this timeline in 2020.
